Swansea's 2030 target and the City Deal behind it

Swansea Council has committed to net zero by 2030, and unusually for a city its size it has serious regeneration money pulling in the same direction — the £1.3bn Swansea Bay City Deal channels investment into green innovation and industrial renewal across the region. For a commercial occupier weighing on-site solar, the policy backdrop matters less than the mechanics, and the mechanics favour a power purchase agreement: instead of finding the capital for a rooftop system, a business lets a developer install and own it, then buys the generated electricity at a contracted rate. Welsh support routes such as the Welsh Government Energy Service and Business Wales loans sit alongside that option for firms that would rather own.

Industrial rooftops around the bay

Much of Swansea's large-roof stock is concentrated in a handful of estates: Swansea Enterprise Park — one of the biggest of its kind in Wales — plus Fforestfach, Felindre Industrial Park and the neighbouring Bridgend Industrial Estate. The council's decarbonisation effort leans heavily on industrial sites and bay regeneration, and heavy-industry roofs with strong daytime loads are precisely where a developer's return and an occupier's savings line up best. Firms in that bracket should see what heavy-industry sites typically negotiate before signing anything.

Distribution network and the wider catchment

South Wales is a National Grid Electricity Distribution region (formerly Western Power Distribution), and securing a grid connection is an early milestone for larger installations. Swansea's commercial pull extends to Llanelli, Neath, Gorseinon, Pontardawe and Mumbles, and along the M4 toward Bridgend, Newport and Cardiff. Commercial energy bills in the city average roughly £35,000 a year — modest by big-city standards, but enough that a fixed PPA rate on the bulk of a building's load produces meaningful, predictable savings.

The quality of a PPA comes down to its terms and its counterparty, so it is worth building a shortlist of PPA providers and getting clear on how the per-kWh rate is set before you commit to a fifteen- or twenty-year agreement.
