PPA Escalator Clauses Explained: Fixed, RPI, CPI and How to Negotiate

Every UK solar PPA has an escalator — and getting it wrong costs hundreds of thousands over 25 years. A practical guide for off-takers in 2026.

What an escalator is and why every PPA has one

An escalator is the annual percentage uplift baked into your PPA tariff. Without one, the tariff stays at 13.5 p/kWh for 25 years — but providers can't economically write that contract because their cost base rises with inflation and panel degradation erodes the kWh they sell.

With an escalator, the year-1 tariff drops 0.5-1.5 p/kWh compared to a fixed-rate offer. The provider gets a rising revenue stream that matches their cost inflation; you get a lower entry point.

The four escalator types

Fixed 0% (truly fixed)

Same tariff year 1 and year 25. Cleanest for forecasting. Highest year-1 price. Common for investment-grade off-takers who don't need an inflation hedge.

Fixed % (e.g., 2.5% annual uplift)

Tariff rises by a fixed percentage every year. Predictable; year-25 tariff is ~85% higher than year 1 at 2.5%. Suits providers with long-dated fixed-rate debt.

RPI-linked

Tariff rises with the Retail Price Index. Provider gets inflation protection; off-taker gets natural hedge if grid prices also rise with RPI. Currently UK RPI averages 3%, so year-25 tariff sits ~95% above year 1.

CPI-linked

As RPI-linked but uses the Consumer Price Index. CPI typically runs 0.5-1% below RPI, making this cheaper over 25 years.

How to negotiate

  • Ask for the year-25 number, not just year-1.
  • Model cumulative cost — Excel template with constant kWh.
  • Push for an RPI-capped-at-3% structure if the provider insists on inflation linkage.
  • If investment-grade, push for fixed 0% — your covenant supports it.
  • Add a floor of 0% if RPI goes negative.
